Two Lucky Breaks for FPOP in 2017

Early in 2017, the FPOP is seeing a pair of lucky breaks if it will play its cards right.

The first opportunity presents itself when President Rodrigo Duterte signed Executive Order Number 12 last January 9, 2017 to intensify access to modern family planning amid the temporary restraining order (TRO) of the Supreme Court on FP commodities.

The full title of the EO is “Attaining and Sustaining Zero Unmet Need for Modern Family Planning Services through the Strict Implementation of the Responsible Parenthood and Reproductive Health Act, Providing Funds Therefore and for Other Purposes”.

The EO aims to intensify and accelerate the implementation of critical actions necessary to realize ‘zero unmet need for modern family planning’ for all poor households by 2018, within the context of the [RH] Law and its implementing rules.

With this EO, the Department of Health will be tapping CSOs like the FPOP as partner in the aggressive promotion and delivery of family planning and reproductive health services to poor communities thought the country.

On the other hand, the Department of Health also issued last February 8, 2017 its Administrative Order Number 2017-0002 declaring the guidelines for the certification of Free Standing FP Clinics. According to the AO, all DOH certified Free Standing FP clinics will be eligible for Phil- Health accreditation and coverage for modern family planning services. Certified clinics are also allowed to received FP commodities from the DOH for priority distribution to marginalized couples and individuals, especially in geographically isolated and depressed areas or GIDAs.

Meanwhile, the FPOP national office is now completing the requirements for the accreditation of all chapter clinics to the Department of Social Welfare and Development at the national level. Once the accreditation will be issued, all of the FPOP clinics will be automatically considered as official implementing partners of the DSWD 4Ps program.

This DSWD accreditation paper will also be submitted to the DOH for another round of evaluation process to be certified as Free Standing FP clinics.
